Warmest greetings to all union officers and members of Pambansang Tinig at Lakas sa Pantalan (PANTALAN) on the celebration of our 32nd Anniversary with the theme “PANTALAN Tatlumpu’t Dalawang Taon na Serbisyo at Malasakit sa mga Manggagawa”.

The new sets of union officers of the National Executive Board together with the 25 local chapter officers of the National Council were on board last April 2019 and are ready for the challenges ahead for the next couple of years. Letter from the National Executive President to Medicare Plus, Inc.

Dear Dr. Espina:

This has reference to our letter dated November 29, 2017 manifesting our formal intention to continue availing the health care maintenance services of Medicareplus for PANTALAN members for the period December 1, 2017 to November 30, 2018.

We have exerted all efforts to convince our members to enroll in the HMO for Php.
23,000.00 but by all indications however, we could not muster the required minimum number of enrollees which is 500 even if we consider giving December 31, 2017 as the cut-off date. Our members really find it very expensive more especially at these times when most of our traditional benefits were taken out by the government.

As such, it is with deep regret to inform that PANTALAN is withdrawing from such intentions.

That being said, we would like to express our gratitude for the one-year partnership that we had and that we look forward to engaging with you such kind of relationship in the future.

We hope for your understanding and kind consideration.

30th Anniversary Message from our National Executive President

It was on September 17, 1987, that the Pambansang Tinig at Lakas Sa Pantalan (PANTALAN), was officially registered with the Civil Service Commission under Reg. Cert. Number 019, which is exactly 30 years today.

On this day, let us call to mind, the sacrifices of those who initiated in laying the cornerstones of this building – PANTALAN. Some of them have already retired from public service and those who are still in the service, are already occupying positions that disqualify them from being a member. I likewise salute my predecessors in the PANTALAN Leadership. Their dedication to our Union has inspired and challenged me a lot.

We are celebrating today the 30th Anniversary of PANTALAN – the Union of rank-and-file employees of the Philippine Ports Authority which has survived three (3) decades of continuously and vigorously fighting for the welfare and benefits of the employees.

In my over a decade of getting directly involved in this fight, together with my predecessors, I experienced a lot of hardships. Despite that, we never wavered. If we do not lose energy, the enthusiasm and the courage of fighting, it is simply because of our love of the rank-and-file of the PPA. And of course, dahil sa inyong pinapakitang suporta sa amin. Kaya ang ating Theme ngayon ay: PANTALAN @30: “A Celebration of Unifying Strength and Voice”.

For all these three (3) decades, together, we fought so many battles – we won some, we lost some. Nonetheless, we, your servants in the National Executive Board (NEB), never ever thought of a second to give up. Giving up is never found in the vocabulary of the NEB.

How is the fight today?

Well, allow me to update all members of the following:

1. CNA Incentive Differential (2009 – 2010)

We all know that in a decision promulgated last year, the Public Sector Labor – Management Council (PSLMC), decided in favor of Management. Thus, our Legal Counsel (as authorized by the NEB), filed a Motion for Reconsideration (MR). The MR has not yet been resolved by the PSLMC.

2. Traditional Benefits

Same with our CNA Incentive Case, the RTC – Manila Branch 19 promulgated a decision adverse to PANTALAN and so we elevated our case to the Court of Appeals and the CA affirmed the decision of the RTC. So, we filed a Motion for Reconsideration. Again, pending resolution.

In all these, the NEB has authorized our legal counsel to pursue the cases up to its logical end.


This very popular case has been in the Supreme Court for a very long time now. In a follow-up by some NEB Members last November 4, 2016, it was ascertained that the Case has been transferred back to the First Division. Of course, there are efforts towards expediting the resolution of the case but for obvious reasons, we could not divulge the details.

4. COA Disallowance of the 2013 HMO

Despite the Notice of Finality of Decision dated December 21, 2016 on the disallowance of the aforesaid HMO issued by the COA to PPA Management, the PANTALAN Legal Counsel filed a Petition for Review with the COA Proper. This particular appeal is still pending.

Lately, in compliance with that Implementing Rules and Regulations of EO 36, the PPA Management was very quick in complying with all the documentary requirements and in fact was able to submit to the GCG on August 31, 2017.

As of last Thursday (Sept. 14), our Interim Salary Increase under
EO 201 was still to be raffled to a GCG Officer who would do the
evaluation of the same.

Meanwhile, the NEB is exploring the possibility of convincing the President to authorize the implementation of the Interim Salary Increase under EO 201 retroactive to January 2016. Kumbaga, let us make some “Hirit”. Efforts toward this end is underway.

Then, in a few days, the PPA Management and PANTALAN will sit down and talk about the 6th Collective Negotiation Agreement. On the part of PANTALAN, we have already forwarded to the Management Panel our tentative CNA Proposals. These proposals are enhancements and additions to the existing provisions of the 5th Collective Negotiation Agreement.

Should the Team PANTALAN succeed in convincing Management
of the merits and legality of the proposals, then certainly, all of us
will be benefited.

I must also mention that there are members who are expecting
almost everything. Let me remind that, under EO 180, there are
limitations of those that can be subject of negotiation. For the
benefit of those who are unaware, the following are examples of
non-negotiable items:

  1. . Allowances:
    a Christmas Grocery Allowance
    b. Rice Allowance
    c. Subsistence Allowance
  2. Bonuses:
    a. Anniversary Bonus
    b. Birthday Month Bonus
    c. Christmas Bonus/Cash Gift
    d. Loyalty Bonus

There are still a whole lot of items that can not be negotiated but I am just highlighting the above.

I am constrained to mention that if only to enlighten the general membership of the limitations to avoid unfounded expectations.

Marami na nga yang mga hindi pwede natin i-negotiate, meron din namang maraming mga bagay na naisipan ng ating Team PANTALAN
to be included in the negotiation.

Kaya mga kasama, patuloy tayong makipaglaban para sa ating kapakanan.  In this 30th anniversary, I enjoin all members to support our Union and keep on praying for your servants who continue serving even without any compensation. Kami ay porsegidong itaguyod and ating Union at ang tanging nagpalakas sa amin ay ang inyong tiwala at mga dasal.

Let us keep sailing … Walang Uurong … Let us keep on believing that it is only through a strong unionism that we can make our voice heard.
